邻居车停在我家对面路边3个月，是否有人管？

邻居把车停在我家对面的马路上已经达3个月，给周围邻居统统带来不便（进出车库），不知是否有人管理此事，他们是否有权利这样停车？

Call 311 and asking for by-law enforcement.

I have a neighbor also like to use the public road as his parking lot. It is very annoying. However, the city does not enforce the by-law unless there is complaint. But they are not very effective. Just keep calling every time you see it is there. Don't not try to talk to the person who owns the car directly.
