LZ got the ticket simply because she might have said this to the police officer:

"I turned signal while I turned, ..." , which means that LZ failed to signal before taking a move.

Take another close look at the original wording by LZ:

I was driving along the rightest lane of Marivale.

我以前被别人追尾时，先在车上画张草图， 简单明了地说明事情发生的经过，然后再跟警察交涉。运用语言进行沟通是一种能力和技巧，看来真的很重要呀！

NO, there were only 3 lanes there. I drove in the middle, and then change to the right. I use " rightest" to confirm that I was at the side of the road.
Three lanes total. I was on Merivale before entering Clyde. I was about to turn right so that I can maintain on Marivale.

Signal "while turn" is just the way I say, I should clarify that into "signaled and then turn".

There can be times when we chinese speak english that we can't express our tense or verb clearly. This may jeopardize people's judgment, I agree.
