这种募捐应该是不合法的。不管楼主是何种组织，首先它不是本国承认的慈善机构或者非营利组织；其次，以一个id号召捐钱，无收据，跟政府提醒大家网上流行的骗钱组织采用的形式一致；再者，连一个合法组织都注册不成功，怎么保证所募资金的运作，又如何保证运用到失学儿童身上。
无意水贴，善良的人们有知情权，真正的公共事业要受到监察，非法的行骗手段才会被警觉

我相信face book不会不核实就搞这种活动，此其一，该组织在那里注册不重要，关键是善款去向，据财报，2008年善款95%以上用于赈灾和失学儿童，这是个非常高的比例，加拿大同行大概不到这个数字的一半（道听途说），此其二。当然我不保证该组织的合法性，只是推测。每个人有自己的标准。

95％的确是个非常高的比例，普通慈善机构用于慈善事业的比例超过60％就算合格，超过75％算是highly efficient。而OCEF达到了95％，这是个非常难得的比例！主要是因为全部为义工管理操作。比如有人回国度假，有时间就当一回巡察员，去接受捐助的地点巡察，拍照，带回反馈资料等。网站建设，公共关系，募捐宣传等所有事物都是由义工们完成的。

A non-registered organization in Canada is not legal to raise funds in Canada. This is for sure.

It is legal for you to donate anything, but it is NOT legal for them to raise funds in Canada.

Do you see the difference?

I could approach CRA and ask them to look into this, if you kindly invited me to do this.

It is nice of you to show your loving nature, but it is not legal for this organization to do this in Canada.

It is totally legal for you to donate, but it is absolutely illegal for them to raise funds in this country.

Their place of registration is vital and very important to meke it legal for them to raise funds in this country.

The question as for where the money goes is secondary. The first and foremost question is, are they legal to do this in Canada or not?

There are Canadian laws and regulations for them to follow. And I believe that they know much, much better than we do.

In my opinion, by posting this message here, "they" are targeting a specific group of potential donors in Canada, and, as such, "they" are raising funds from Canadian sources from within Canada. And this is not legal, I believe.

And by using the ID "OCEF Canada", people are confused if not manipulated.

Well, I know doing things online is taken advatange of here. But posting such a fund raising drive here is different from online shopping or @facebook, I am sure.

It sounded as if you were a legal representative for OCEF. If you had the interest or luxury of time, we could visit a local CRA office to get this sorted out and clarified.
