I am positive your friend needs a visa to visit Canada. This info is available on the cic.gc.ca
Also I know someone who has US visa and the person had to get a Canadian visa to come to visit us. however, the process may be different depending on your friends US visa.

好象是去年有个什么备忘录之类的,有美国签证的中国公民,如果飞机经过加拿大,可以有72小时合理滞留。

If you are a citizen of another country or permanent resident, visit the CIC website to see if you require a visa to enter Canada.
United States of America permanent residents [Green Card holders] who are in possession of their status document or who can provide other evidence of permanent residence in the USA do not require a visa to visit Canada. However, if you have been outside of the United States for a considerable period, you must first confirm your permanent resident status before entering Canada.
2. What types of visas are available?
A single entry visa allows you to enter Canada only once. If you have a valid USA visa and are visiting the USA on your trip to Canada, a single entry visa may also be used for repeated entries into Canada from the USA within the time allowed for your stay in Canada.
