most of the time you do not have to let them know that you are a Canadian. If there is a "rule" from Air Canada? Yes. If they know that you are a Canadian, you will not be able to buy a flight ticket flying from a city in the US, say Boston, to, say Beijing, via Vancouver by Air Canada.

如果你人在美国，应该没问题。带上加拿大护照直接到旅行社买飞往中国机票。

Yes you can. But if you add Ottawa <-> New York ticket, you will not save much because that segment will have to be ticketed separately. You can always drive or find other means to go to New York to board your plane to Beijing.
