english test is very easy but the tech exam really depends
some are tough depend on the job you apply for

For English, I went through the sample questions on its website. Vocabulary looks hard for me. 50% of words I don't know. Does the real test have many un-common words?

You only need 73(maybe not exact) to pass it
pretty much nobody will have problem to get the passing mark

The pass mark is 55 for Level 2.

yes, u r right and as i know some of the technical test are very detail
let's say setup a cisco router they will ask very detail infomation

they need to raise the passing mark...so more people are eliminated...so less competition on the technical level

yeah, also they could eliminate ppl barely speak english. too hard to deal with those kind of ppl during work
