很久以前听过广播里采访一个CSIS的人,他说有很多中国人偷西方的工业情报,每年加拿大的损失1B,美国10B。他说中国现在的工业间谍和以前苏联的KGB不同,并非训练有素的间谍,大多是平民百姓,也就是说他们可以怀疑任何人偷情报。

法登昨日终于被逼改口,承认事前未有通知总理,他之前的指控的严重性,也未有达到需要作出通告的程度。他发表书面声明,收回先前已经向总理呈报的说法, 「我没有通知枢密院在访问中说到的案例。」法登也降低案例的严重性。「在此时此刻,加拿大情报局并不认为这些案例的所引起的关注度高达需要通知相关省政府 的程度。」法登在声明中又说,外国的干预在很多国家也有发生,而且经常发生,已经进行了数十年。加拿大情报局的相关调查也进行了很多年。

有不少人怀疑这访问播出的时间是法登(Fadden,加拿大安全情报局局长)的选择,因此隐含着政治。CBC周二晚的访问中提到该访问是在法登在皇家军事学院的演讲中讲到有关间谍活动时对其访问的跟进。下面是加拿大国际邮报Colin Freeze and Ian Bailey的有关的一段评说:

The timing of the CBC interview was not Mr. Fadden’s choice. This spring, CBC approached him to repeat remarks he had made at a private, but videotaped, speech at the Royal Canadian Military Institute. The public broadcaster kept the interview in its back pocket until it broadcast the exclusive this week.

Mr. Fadden arrived at CSIS with an eye to reshaping the public debate on national security. He once said Canadians “would all benefit from a more nuanced debate worthy of a G8 country.”

和CSiS的人打过交道。碰到的那些,别管是做嘛的,都挺和善的。

可是,和别的雇员们一样,艰难岁月,大家都不想丢饭碗不是?再者,他们不像敲字符的,换个cubicle还能有碗饭吃。

国际邮报专栏评论员Gary Mason在他对此事的评论文章从美国臭名昭著的麦卡锡在1950年西弗吉尼亚州共和党女子俱乐部的一个演讲中提到他“有”一个在美国国务院工作的205个共党分子的名单(麦卡锡的原文是“The State Department is infested with communists. I have here in my hand a list of 205—a list of names that were made known to the Secretary of State as being members of the Communist Party and who nevertheless are still working and shaping policy in the State Department”)开始。

The Globe and Mail 对此件事的社论以此开头:

Richard Fadden, the director of Canada's spy agency, displayed reckless judgment and poor leadership when he declared on television that cabinet ministers in two provinces – and some municipal politicians – are acting as agents of influence for foreign governments.
He declined to identify them, or their spymaster, though he hinted broadly that China is known to target members of its diaspora, as part of espionage schemes, and lobby them to act in China's interests.

There are, no doubt, serious security issues at play. Foreign governments do monitor and attempt to infiltrate Canada's diaspora communities. At least five countries, including China and Middle Eastern ones, actively recruit foreign nationals who study on the campuses of Canadian universities, according to Mr. Fadden. It is possible, as he claims, that public servants have also been approached and have even shifted their policies as a reflection of their involvement with, or attachment to, foreign countries.

However, the way to dismantle these threats is not with ill-conceived remarks that spread alarm and a sense of distrust about public officials, particularly those from ethnic minorities. The role of CSIS is to advise government about perceived security threats. It is government's role to respond to those threats as it sees fit.

Ottawa aware of foreign influence: sources

Sources tell CBC News the highest levels of the Canadian government have known for years that foreign countries have been trying to win influence over Canadian politicians and public servants.

That information comes a day after CSIS director Richard Fadden said he had never warned officials close to Prime Minister Stephen Harper that some provincial cabinet ministers may be under the sway of countries like China — even though he told the CBC earlier this week the agency was discussing the issue with the Privy Council Office.
Sources tell the CBC the PCO was well aware of those concerns, even if it hadn't been told the details of who was involved.

Public Safety Minister Vic Toews, the minister responsible for the Canadian Security Intelligence Service, Canada's spy agency, refused to discuss Fadden's bombshell allegations.

"I'm afraid I can't comment on any operational issues involving CSIS," Toews said Thursday.

In an exclusive interview with CBC News earlier this week, Fadden said Canada's spy agency suspects that some municipal politicians and cabinet ministers in two provinces are being swayed by their connections to foreign governments.

China was one of the countries Fadden mentioned.

The remarkable comments sparked outrage from some provincial politicians and have led some observers to call for Fadden to resign.
But senior intelligence sources say the highest levels of the Canadian government were "absolutely" aware of the issue.

"These problems are very well-known," one source said. "This information did not blindside the government."


Fadden 'not wrong': source

A source suggested the prime minister was personally aware of the issue of foreign agents trying to win influence over politicans and bureaucrats — even if he didn't know the details.

"The prime minister is strongly of a view that this is a problem," a source said.

The source said Harper has an appetite for intelligence beyond that of his predecessors. Intelligence briefers now routinely provide the prime minister with detailed written reports, in addition to their regular verbal briefings.

On Wednesday, the Prime Minister's Office denied it was warned by CSIS of any specific agents of influence in provincial cabinets. Fadden himself later issued a retraction on that key point.

But sources tell the CBC the issue was very likely "verbally briefed " to intelligence staff who work for the prime minister.

Fadden "had to swallow hard," a source said, "but he's not wrong."
