车转LEASE，车行为什么要E TEST 和 SATEFY TEST？

朋友LEASE刚一年的新车，还不到1万公里，想转给别人, 车行让他去做俩个TEST，这个合理吗？ 车行自己的规定还是有法律依据？ 这方面我一点不懂，麻烦高人给解释一下，谢谢。

我的理解是车还是保修内，除了碰撞以外，其他车本身的问题都应该是车行的责任。车行有责任把一辆合格的车转给下一位车主，为什么现在的车主要去做这些TEST。

if change owner you have to do the e-test and safty check, this is the policy in Ontario, no matter how old of the vechicle. and Leadse, actuallly dealer is no the owner, the owner is the driver and the leasing company, please check your onwership, your name is on the plate portion, and vechicle portion is the leasing company!
