Changes to Employment Insurance (EI) Regulations to introduce expiry dates on 900-series Social Insurance Numbers

OTTAWA, ONTARIO - Human Resources Development Canada (HRDC) announced today changes to the Employment Insurance (EI) Regulations to introduce expiry dates on all 900-series Social Insurance Numbers (SINs). Starting March 30, 2003, these SINs will be valid until the end of the person's authorized stay in Canada to a maximum of five years.
Existing 900-series SIN holders have one year to reapply. They will keep the same number but they will receive a new card with an expiry date.
This measure will help to strengthen the integrity of the SIN.
SINs that begin with the number 9 are issued to individuals who are neither Canadian citizens nor permanent residents, who need a SIN for employment purposes or to comply with other authorized uses, such as income tax filing. Holders of these SINs include temporary foreign workers and refugee claimants.
HRDC continues to work with other federal partners, such as the Canada Customs and Revenue Agency and Citizenship and Immigration Canada, to ensure the integrity of the Social Insurance Number.

Introduction of Expiry Dates on 900-series Social Insurance Numbers
Human Resources Development Canada (HRDC) has amended the Employment Insurance Regulations to introduce expiry dates on all 900-series Social Insurance Numbers (SINs).
HRDC will start issuing 900-series SIN cards with expiry dates on March 30, 2003.
For those who already have a SIN card beginning with the number 9 and without an expiry date, they will have one year to reapply if they are going to require it, for employment purpose for example, after March 2004. To reapply, they will have to go to their Human Resources Canada Centre or call 1 800 206-7218 (service in English) or 1 800 808-6352 (service in French). They will keep the same number but they will receive a new card with an expiry date. People who do not reapply within this one-year period will see their SIN deactivated.

HRDC has reviewed and has strengthened the 'proof of need' program. The Employment Insurance Act and Regulations state that any 900-series SIN applicant must prove the need for the number. Under the program, individuals must demonstrate a need for a SIN, such as for employment purposes. Those who cannot demonstrate such a need will not be issued a SIN.
Placing expiry dates on 900-series SINs and reducing the number of acceptable proof of identity documents are two measures that HRDC is taking to strengthen the integrity of the SIN program.

联邦政府为了国家安全问题，将对一些非加国公民或永久居民提出新的要求，就是领一张注明有效使用限期的SIN卡，俗称工卡。这类持900号字头工卡的人，是那些短期旅客、难民申请人、季节性或临时工人、及留学生。
新工卡只会在持有人在加拿大时才有效，有效期最长为五年，现持有900字头工卡的人，如仍留在加国，将有一年时间更换新证，未有及时换证者，旧卡亦会失效。
据常理，没有工卡，当事人不能在加国工作，亦不能申请社会救济。
据联邦人力资源部发言人巴斯韦尔指出，如果过了限期未换卡，当事人要向移民部书面申请，并提供证明为何留在加国。他又透露，过去，上述人士离开加拿大时，工卡并不用退还。联邦政府未知有多少卡外流到第三者手中；为保安计，去年年底宣布引入有限期的新工卡。他未有回应，工卡遭第三者冒用情况有多严重，即是有多少黑市居民。
他表示，新卡换领不会很花时间，但应无手续费。上述四类人士及其他非公民及永久居民人士，可到居留当地的联邦人力资源部办事处换领，欲知详情者，可致电1-800-206-7218（英语）或1-800-808-6352（法语）查询。
