still car accident problems :(

Got into car accident on SEPT 20/2010 police wrote the report but report is wrong has my brothers name on it . He is owner of the car.He was not driving the car at time of accident i was. Only problem is that his license is suspended. So i want to get it changed so insurance can refund my deductalbe which i already paid for in order for me to get my car back. Police is giving me hard time . They say police officer that wrote report is only one that can change the report but i cant get a hold of him. First they tell me to come back tommorow , then next 2 weeks because police is on sick leave , now the excuse is he is not here today he works evenings not mornings. Im not getting any were with this its a stupid game this police at the front desk is playing with me. I need someones help please and thank you.
