I do not normally buy expensive stuff from eBay, for security and warranty reason. Most eBayers are honest, however I have encountered a couple of bad seeds.
Buyers normally pay the actual shipping cost. On expensive items, you may pay the custom duty on top of the 2 taxes as well. Ask questions before placing the bid, it's non-changeable. Unless there is a fraud or theft, the only way to get any issue resolved is by contacting the seller directly or through an online mediation tool called SquareTrade. However the trick is to get both parties participating in this dispute resolution tool. Also make sure to read all the fine-prints of the item description, pay special attention to words like "almost, as-new, barely", etc.
In short, eBay is a company primarily protecting the sellers. You have little to none control over a bid once the auction is finished. Good luck!
