为什么哈珀总理星期六在宣布大选的时候说，如果大选中没有一政党以多数胜出，几个反对党试图联合组阁就是不合法的呢？

那么，他自己又为什么在台下的时候，于2004年试图联合其他几个政党组成联合政府来取代马丁的少数政府呢？（只是没有被当时的总督伍冰枝所接受而已。）

我个人的理解是，如果大选中没有一政党以多数胜出，其他几个政党拼凑起来的席位如果超过那个得票最多的党，他们组成联合政府是合法的。
