REGINA—The future of Canada’s health care became ground zero Saturday for a nasty word-slinging match between the Liberal and Conservative camps.

While Liberal Leader Michael Ignatieff accused the Conservatives of having a secret agenda to gut health care with their $11 billion in unspecified federal cuts, the Conservatives pointed to the Liberal record on slashing health-care transfers to the provinces in the 90s when it was attempting to balance the books.

Ignatieff said Canadians are passionate about health care and committed a Liberal government to an annual six per cent health-care increase for the foreseeable future.

The Tories say that former Liberal prime minister Paul Martin’s appearance at Ignatieff’s side this week — a partnering aimed at boosting Ignatieff’s fiscal credentials in western Canada — should remind voters that it was Martin, acting as finance minister, who cut health transfers to the provinces in a bid to eliminate the federal deficit in the 1990s.

“Every province in this country remembers the Liberal record. Deep, dramatic cuts, 25 per cent, to health-care transfers and health-care budgets — something that cost our provinces and our health-care systems years to struggle with. They are still struggling,” Harper said in Vancouver.

“They said they would increase health care. They cut it. This party said we would increase it. We increased it. We say we’ll continue to do so and we will,” he said.

The federal government will transfer $30.3 billion annually in health-care funding to the provinces by 2013-14.

Ignatieff said a cash-strapped Conservative government can’t find $11 billion in cuts without attacking health-care spending.

He said it was Martin who was the author of the 2004 heath accord that “provided table financial funding for the public health system of our country from 2004 straight through to 2014,” which he says Harper now takes credit for.

“Mr. Stephen Harper has not put a dime, a nickel and red cent into health care since he came into office. Every single dime spent by that government is money booked by Paul Martin … and that has set the standard for the public financing of a public health-care system ever since,” Ignatieff said.

A recent Liberal attack ad targets the Conservatives’ action on health care.

The grainy ad featuring a flatlining heart monitor claims that Harper once said the law that protects universal health care should be scrapped and that he is open to for-profit, American-style health care.

Conservatives, whose ads have attacked Ignatieff for months now, say the Liberal strategy is underhanded.

“The Liberal ad uses some of the dirtiest tricks in the book — including twisting words out of context and deliberately altering dates to make old words appear recent,” a Conservative release said.

Albertans have made it clear that health care is the top priority in the federal election, according to an Ipsos Reid poll.

But any discussion by the parties about health care has been seriously lacking, according to health experts.

About 35 per cent of Albertans survey by Ipsos Reid rated health care as the top issue they would want to see party leaders address, while 23 per cent picked jobs and economic growth, and 16 per cent said debt and deficit reduction. Education came in at 14 per cent, and the environment at 10 per cent.

"We need to really think about where we want to be in the future with our health-care system. . . . And it concerns me that we haven't seen any real meaningful debate around that," said Mary-Anne Robinson, CEO of the College and Association of Registered Nurses of Alberta.

She said it's particularly concerning because whoever wins the election will be in charge of negotiating the federal-provincial-territorial accord on health-care funding, which expires in 2014.

The poll found that about 70 per cent of those surveyed indicated they considered it very important for each party leader to be willing to address the health-care challenges facing Canadians, and to present a plan for a sustainable health-care system.

And 17 per cent of Albertans surveyed said they would change their vote if the party they currently support didn't come up with a plan for the future of health care.

But so far each party has offered just "bits and pieces," but no comprehensive or overarching vision, said Dr. Jeff Turnbull, CEO of the Canadian Medical Association.

It's been largely a financial discussion, Turnbull said, with most party leaders making pledges to keep the current six per cent annual increases in health-care funding transfers.

He said stable funding and strategic investment is needed, but ameliorations to the system cannot be made piecemeal.

Robinson said a good start for party leaders is to address home care concerns, adding she would like to have home care services considered a guaranteed health service under the Canada Health Act.

Bev Dick, first vice-president of the United Nurses of Alberta, also hopes for a pledge on a national pharmacare program.

She criticized the Harper government, saying it has failed to defend public medicare and allowed privatization to "creep in."

The poll, conducted for the Cana-dian Medical Association, surveyed 1,201 adult Canadians in the Prairie provinces, Nunavut and Northwest Territories between April 5 and 7.

The overall margin of error is plus or minus 2.8 per cent 19 times out of 20, while the Alberta margin of error is plus or minus 4.1 per cent.

联邦政府在2013-2014年度会向省政府拨款303亿加元用于健康服务基金。

依格尼夫说,一个陷于财政困难的政府不可能不伤及健康服务却仍然能够有余地来减少110亿加元的开支。

他说,正是马丁,作为2004健康服务协议的作者,为这个国家提出了列入议事项目的从2004年直到2014年的公众健康系统财政预算。

依格尼夫说:“哈博先生从他进入他的总理办公室的那日至今,没有在健康服务上主动投下一分钱。这个政府为此投下的每分钱,都是根据马丁制定的计划,,,而且马丁的计划为公众健康服务系统的财政预算设下了标准。”

自由党的一个近期的广告攻势,指向保守党的健康服务政策。

这个广告用了一个垂危心脏监视器的诊断报告说,哈博曾经说那项保护全民健康服务的法律应该被废除,而且他是可以接受以盈利为目的的美国式健康服务的系统的。

已经连续对依格尼夫攻击了几个月的保守党广告,说自由党的策略是卑劣的。

一份保守党散发的文件说:“自由党的广告使用一切最肮脏的伎俩,包括断章取意和故意改变日期,以便把旧日期显得好像最近才发生的。”
 
如果你还在犹豫,不知道该投哪个政党的票,我建议你这样决定:

如果现在执政的保守党有任何医疗改革向减少病人等待时间的方向发展的方案,就投票支持保守党;

如果执政党没有,而任何一个其他党有这样的方案,就投这个党;

如果没有一个党提出这样的方案,就投最大的反对党,也就是自由党。不是为了支持自由党,而是为了反对现在的执政党忽视这个问题,为把执政党拉下马贡献一票。

让医疗改革成为一个选战的话题!!!

其实,对于中国共产党的批判,我也不是浮于意识形态表面的。我对它的批判,都有具体议题,比如拒绝公民选择、打压新闻自由、漠视社会公平等等。

医疗体系必须改革。

比如,允许private health care ...
 
我知道的例子,因为妇女卵巢子宫方面的毛病,实在等不了,回国去检查,也有是因为自己原来是医生,对这边的治疗方案有疑义回国自费治疗的。在等待被确诊的过程中,整夜失眠的那种煎熬,没有亲身体验的人是无法体会的。
相信大家对加拿大的医疗公平是很敬佩的,但我觉得要量力而行,就象一个财力不伎的人还要住豪宅开好车一样,是不现实的。
住院治疗免费,但象孩子的尿布,还有住院的meal,政府就别包了吧,看见好几家,医院的meal都给家属吃了,病人自己不吃,推轮椅的,也可以选择交费吧,家属都在那干站着,不让动手,可以帮推啊,政府不必要花钱请那么多工人吧。
虽然是小钱,但积少成多,不能那么财大气粗啊,没那个实力。

其实,对于中国共产党的批判,我也不是浮于意识形态表面的。我对它的批判,都有具体议题,比如拒绝公民选择、打压新闻自由、漠视社会公平等等。

老闹,我们何止也有共同点啊,我们的共同点多了去了,同为中国人,都是黑头发黄皮肤棕色眼睛,会说中国话,会码中国字,过春节,吃元宵等等。 :D

看了你不少帖子,没有脏话,这点很难得。其实我俩的目的也相同,都是衷心祝愿祖国富强民主,希望生活在那里的族人幸福安康,只是认为如何实现上述目的的途径不一样而已。不像这个论坛里的一些人,出于历史恩怨私利或其他目的,纯粹是为批判而批判,抹黑泼污,别人有点不同意见就是五毛,就是独裁专制,见不得中国一点点好。:)

现在还有一个令人忧虑的地方,就是现在的世界已经是一个扁平的世界,一个国家不再是独立于国际社会之外,而是要受国际社会的影响和制约。以前无论怎么改朝换代,也都是中国人自己人,折腾后还是会关注经济民生。现在时代变了,不再是能关起门来随便折腾也不会国破了,闹不好就是一个四分五裂,因为国际社会会主动施加影响,把中国变成一个符合他们利益的中国,什么样的中国符合他们的利益呢?一个不能自主四分五裂的中国最符合他们的利益。有分裂就会有冲突,特别是像中国这个大一统根深蒂固的悠久古国。 再看看中国的邻国,无论大小,各个都是虎视眈眈,充满敌意,随时都准备着抢点土地什么的。

对于你说的公民选择、新闻自由、社会公平,我绝对赞成,只是觉得饭要一口一口吃,路要 一步一步走,否则操之过急,引发社会动荡甚至动乱,还谈论什么选择自由和公平呢?
 
上贴有点抛离主题,扶正楼,继续探讨医疗问题。

我觉得GYGY说的不错,要改革目前的医疗体系,挖掘潜力,控制降低成本,多培养医疗人才。实际上政府对医疗的投入已经不少了,很多浪费挥霍,没有用到急需当用的地方。

竞选中的自由党欲借助于医疗服务难题的怪力


随着依格尼夫超出预期的表现,自由党在这选战开始的三周声势不凡。普遍的意见是,虽然他在上周的两次辩论中没有大获全胜,他的表现却是可圈可点。但是,自由党的民调总徘徊在28%和30&之间。保守党民调有段时间飞到了40%,但现在回到了百分之三十几。新民党看到了他们的民调在辩论之后飞升。但是自由党呢?没什么收获。

过去的一周,他们的选战策略是引出医疗健康这个正在走下坡的幽灵。

惊吓选民们有时候是政党选战中的有效方法,而目前医疗服务问题又是加拿大最关心的议题之一。自由党这周公开了一个电视广告,暗指哈博和他的政府将会主导解散全民医疗服务体系。他们并且在周二宣布,前总理克里靖会加入自由党的选战。

Harper doesn’t believe in universal health care: Rae

OTTAWA—The Liberals’ Bob Rae says Stephen Harper is dodging questions on how to repair medicare because the Conservative leader doesn’t fundamentally believe in universal health care.
“Mr. Harper is a right-wing guy, and right-wing guys don’t believe in the Canadian health-care system. They never have and they never will,” Rae declared as the Liberals sought to keep up their aggressive campaign on the key issue of health-care.
“Over the last five years, this government has done nothing, absolutely nothing, to advance the discussions with the provinces” on the future of the publicly funded health-care system, Rae said of the Conservatives. “Mr. Harper has stood by as an absentee landlord. He’s done nothing.”

自由党的鲍博雷说,因为保守党领导人根本不相信全民健康服务,哈博在回避关于如何修复健康服务体系的问题。

“哈博先生是个老右派,而老右派们是不相信加拿大的全民健康服务系统的。他们从来没有也永远不会相信。” 在自由党寻求为他们的进攻性的选战加温的时候,鲍博雷这么说。

针对全民集资的健康服务系统的未来,雷指责保守党“在过去的五年,这个政府根本没有去推动和省政府之间的更多讨论,他们根本没有去推动” 。“哈博先生就像个缺席的主人,站到旁边去了。他什么也不做。”

那么,到底哪个党执政有利于医疗改革呢?

正在看呢。感觉保守党不太关心这个问题。而自由党和新民党至少主动表现出关心。

既然保守党目前执政,这个事情既做不好,又不关心,我倾向于选反对党来试试。做不好的党,就应该下台。
