Use US post(USPS) to Canada post.
No any fee on small parcel under $20.
I use it to order small parts from monoprice.com

When you refused to accept the item and let UPS return it back to the seller, did the seller charge you the return shipping cost?

there's no return shipping cost, as far as I know. i explained the situation to the seller and the seller issued me full refund including the shipping fee.
