Based on personal experience, I think China does not really care about this. However, Canadian custom seems are paying a lot of attention on this matter, especially upon entry into Canada.

We were directed to secondary screening and explained the situation why only one parent was traveling with the kids. One time at the airport (Toronto), and another time at land-crossing back from US.

是在温哥华机场，回去的时候，有人盘问，有无孩子爸爸的信。我孩子当时都16，7岁了，他自己反复跟人解释，才算了事。
