Budget Billing Plan Helps You Manage Your Budget
For a typical customer, about 60 per cent of their natural gas use takes place in the three coldest months of the year.
Many of our customers find it helps them budget if they have the same payment amount from month-to-month. The Budget Billing Plan (BBP) evens out natural gas charges over 11 months and then reconciles the account in the 12th month. The plan does not change your total annual gas cost, it just helps balance it out throughout the year.

How budget billing works
Based on your previous charges and forecasts, Enbridge estimates your gas charges for the coming year and spreads them evenly over 11 months, making budgeting easier. Your payment for the 12th month will be adjusted to reflect your actual gas charges for the full year.
We work to help ensure installments reflect anticipated charges as closely as possible. We also conduct a mid-plan review and where needed, update the installment amounts.
July is true-up month
BBP customers will see the final BBP adjustment on their July bill. This bill reflects the difference between the installments billed over the course of the plan and the charges for gas that was actually used during that period. In August you are only billed for the actual gas you've used that month.
A number of factors can mean a difference between the estimated gas charges and the gas you actually consumed, including:
Significant unanticipated changes in weather
Changes in gas rates
Changes in gas use in the home, i.e. a new baby, children moving back home, long-term visitors or if you’ve installed a new gas appliance such as a range, water heater, fireplace or pool heater
You have moved into a new home, and we have no gas usage history on which to base our estimates
Your actual gas use may have been based on several estimated meter readings
You may have switched gas suppliers (utility to marketer, marketer to utility or marketer to marketer) or seen a change in your gas supply contract price. We base your installments on your total annual gas charges from the previous year. Any changes mid-year or during the current year may not be reflected in your monthly payment.
You can monitor your plan
On your monthly Enbridge bill, the Budget Billing Plan (BBP) Information appears in the top right corner of page one. The balance will start as a credit early in the season, changing to a debit at some point over the winter months. There is also a breakdown of the items that appear in the BPP section of the bill.

Understanding your BBP balance
It is typical for BBP balances to fluctuate between a credit and an outstanding balance throughout the season. However, our goal is to leave a balance on your July bill that is comparable to your usual monthly installment amount.
Generally, a BBP balance will follow this trend:
September, October and November: A credit amount builds up in preparation for the winter months.
December, January, February (and sometimes March): In the colder months, more natural gas is used, resulting in the credit balance decreasing and gradually becoming a debit amount, or a charge.
April, May and June: Your installments should begin to pay off your winter gas costs. Your BBP balance should be moving towards an amount comparable to your monthly installment as the end of the plan nears. However, it is not unusual for some customers to have a Final BBP Adjustment amount that may be up to two times higher or lower than their regular installment amount.
Do you want to register for BBP?
August is the best time to register for BBP, but you can start any time before your February bill. If you register after that, your BBP will start in September for the next season. Register now.
