If possibile, I would hire the Phd guy to more suitable job if there is a position matches him/her background. And I won't pick on where did he/she get the education or experience from.
But hire him/her as handy man? please.

As an inspector, he is more than capable. Don't use blanket claims on all Chinese contractors. Some of them are good and some of them are bad - just like any others.

但是我找水管师傅只收了我 ￥60 （我的房子在多伦多。）

我就是想感慨下。。城市和城市差距太大了。。。

This is one-sided story from LZ. Throughout this description, I don't see anything wrong with the contractor - he did fix the leaking and agreed not to receive pay for painting.

LZ's belittling behavior is not fair and not moral.

You mean RMB ?

The issue here is not paying for someone's work and then defaming that person.

I think this type of person, LZ as one, is disgusting.

You are bad because you don't pay after people work for you. If you pay up and complain about the worker's behavior here, you will get more sympathy.

However, you want to justify your no-payment. That is bad behavior !

You are yelling, and bullying. If he is not sasisfy with the work done, why should he pay? If you asked a big mac and got a mcchicken instead, should you pay the price of a big mac. You should not, right? If you do, it is absolutely okay, because it's your choice.

Tell the truth, when hiring somebody I never think about if the contractor is a minority or not, just shop around and pick the one sounds knowledgeable and reasonable. Any bad experience would be part of my fault because I choose this guy.

So far I've used 3 HVAC contractors, one plumber, one electrician, and 2 renovation contractors, 3 minorities among them, including one Chinese guy. Maybe I'm lucky but most of them did good jobs for me.

Do the research, shop around, and respect the contractors, that's all.

同意，雇佣好的或者坏的contractor，都是自己的决定，有问题，只能怪自己。但是你觉得和别人分享你的好的或者坏的经历，是不是可以帮助别人shop around，并且减少做坏的决定的机会呢？
