Canada and the UK are not as close as you might think......
Canada and the UK has not had any constitutional linkage since 1982. While the Queen is the sovereign of Canada, the British PM cannot advise her on Canadian affairs. After 1982, the British Parliament cannot pass any laws for Canada.
Only EEA (European Economic Area) nationals and citizens of Gibraltar may work and live in the UK without immigration restrictions. British nationals definitely require work permits or visas to work in Canada. Canadian citizens under the age of 30 may work in the UK on working holidays visas (and likewise for UK citizens in Canada).
The Commonwealth Preference System, which enabled Canadian goods to enter the UK on preferential terms, had come to an end when the UK joined the then EEC in 1973.
As Commonwealth citizens, Canadians who have a British grandparent may enter the UK to work on UK Ancestry Visa, and apply for the Indefinite Leave to Remain (= permanent residency). Canadian citizens may also join the British forces, work in the British civil service, vote and stand for office in UK and European elections, even if they do not have the right of abode in the UK. This is basically the only "special relationship" left. However, British nationals cannot vote or stand for office in Canada other than a couple of provincial and municipal legislatures. Therefore, this relationship is not reciprocal. In addition, these "privileges" are extended to all Commonwealth citizens, and therefore Canada is not unique.
As far as I know, no Canadian province or territory has signed any reciprocal health agreement with the UK. Correct me if I am wrong. However, the province of Quebec does have reciprocal health and education agreements with France, Belgium, Switzerland, and a few other European countries.
Very few reciprocal recognition still exists between British and Canadian professional organizations as most of these linkages were terminated in the 1960s.
