OTTAWA — It didn’t take long for Ottawa to welcome its first newborn of 2012. Parents Sarah Pelchat and Matt Fairbrass helped bring a baby girl into the world at just 30 seconds after midnight Sunday. She was born at the Civic campus of the Ottawa Hospital.
