A federal public servant who slid his hand up the skirt of a fellow bus passenger won’t have a criminal record after pleading guilty to sexual assault. Joseph Burton, 49, received an absolute discharge Thursday after a psychiatrist who examined him found he was a very low risk to reoffend.
