Brian Beamish, the province’s assistant information and privacy commissioner in charge of access, said his office has not yet had a case where a government like the City of Ottawa withheld private BlackBerry messages (called “PINs”) or other short texts that should have been released under the rules that are supposed to make public officials accountable and their decisions transparent.
