OTTAWA — When the city approves a major rezoning, its planners want to get about a quarter of the increased land value back from the builder in the form of community benefits, says a new report bound for city council’s planning committee. That’s allowed under the provincial Planning Act, under a section — No. 37 — that cities like Toronto and Mississauga have been using but Ottawa hasn’t. The city’s planning department has been working on the so-called “section 37 guidelines” for months.
