Help: can people who have diabetes apply for immigration?

Is anyone here know if diabetes is a health issue to apply for immigration or not? Many thanks.

I found the following info from CIC website. But I don't know if diabetes belongs to second one or not.

Applications for permanent residence will not be accepted if that person’s health:

• is a danger to public health or safety; or
• would cause excessive demand on health or social services in Canada.
