OTTAWA — Stung by criticism that the public wasn’t properly informed about a February bus crash, the city’s planning to make it obligatory to quickly tweet its big news from one main Twitter account — after due approvals and translation, of course. It’s a big struggle for a large bureaucracy that likes to think of itself as tech-savvy and ultramodern. The city wants to use cutting-edge social media, inform residents when something big happens, and have freewheeling back-and-forths with citizens interested in things the city government is doing. But it also wants to make sure nobody in the administration ever goes off-message, that politicians and top managers aren’t ever taken by surprise, and that its dealings with the public are bilingual.
