OTTAWA — All it took was a couple hundred bucks and the lure of life in a big criminal organization to convince Michael Douglas Scales to admit to killing a man. Scales, a homeless drug addict hopelessly addicted to opiates, had tried selling the dead man’s computer when he first came to the attention of Ottawa police.
