iPhone收发不了短信，也没法打电话

I got my iPhone back in October and a month after I got it, all of a sudden it stopped receiving/sending texts and couldn't make calls. I went to the Apple Store and they fixed it by restoring it in iTunes. Then recently in the last 2 months it keeps happening again. First I went to Apple Store and they gave me a new phone. It still happens. Sometimes I can fix it by turning the phone on and off but other times I can only fix it by restoring it.

I just restored it for the 3rd time in 2 month.
