OTTAWA — The sentencing hearing for an Ottawa teen who pleaded guilty to randomly stabbing another teen in the face in the ByWard Market last summer focused largely on whether police used excessive force in his arrest. The teen, who cannot be named under the Youth Criminal Justice Act, was tackled by three police officers on George Street and repeatedly punched in the face after a footchase from the Highlander Pub where he stabbed a stranger in the cheek with a 14-inch kitchen knife for refusing him a cigarette.
