It was Nov. 30, St. Andrew’s Day, the national day of Scotland, when a few passionate Scottish-Canadians, who gathered at D’Arcy McGee’s pub on Sparks Street, decided something needed to be done about New Year’s Eve in Ottawa. “What is the definition of dullness?” asked John Ivison, a native of Scotland and deputy chair of the newly founded Scottish Society of Ottawa. “Ottawa on a New Year’s Eve.”
