Tougher noise bylaws shifts onus to tenants, landlords

Tenants will be held responsible for excessive noise from gatherings at their homes, council decided Wednesday as it approved noise bylaw amendments that are to complement increased enforcement. Under the amendments, property owners also could be held accountable if they live in the building.
