Pet Care: Old dogs prone to skin lumps, but most not a worry

Our nine-year-old beagle has been getting multiple lumps on her skin for over one year. There are currently 20 to 30 of them all over her body, and while most do not seem to be causing any problems a couple keep bleeding and she keeps licking at them. What could be causing these growths, and what can be done about them?
