The federal cabinet minister for the Ottawa area has no plans to propose giving the National Capital Commission new powers to fine smokers on its land. Foreign Affairs Minister John Baird, who is also responsible for the NCC, said Wednesday that making it easier for the Crown corporation to stamp out smokers on its property is not on his agenda at the moment.
