The City of Ottawa maintains that it properly ticketed a Glebe man who continued to receive parking fines even as he repeatedly had them overturned. The city gave Daniel Franke a pass that would allow him to park on the street near his home while construction blocked off the entrance to his driveway off Bank Street.
