OTTAWA — The National Capital Commission received valuable infrastructure — but no extra income — in exchange for hosting the National Hockey League’s All-Star Game festivities last January. The federal Crown corporation operated on a cost-recovery basis in hosting the NHL, a multibillion-dollar-a-year business. That means the NCC charged only as much as it cost to prepare for the weekend’s events, which included a trophy procession down the Rideau Canal.
