Possible, a little bit more expensive.
You can pay (yearly) insurance in one shot (which is cheaper) or as monthly payment.
Anybody, at any time, can cancel car insurance.
Example if someone's car is totally write-off in an accident, and that person doesn't want to buy another car, that person can get the remaining insurance fee back.
