City’s planned limits on animal breeders would leave many with dogs to spare

New city rules meant to crack down on puppy and kitten mills will force some breeders to get rid of their beloved pets, they say. The city is harmonizing the bylaws on boarding kennels and home-based breeders, which hasn’t been done more than a decade after amalgamation. The new rules would limit the number of animals in a home breeding operation to 10, even though some breeders have more animals than that now.
