Municipal amalgamation failed in some crucial respects, says the man who headed the plan that merged 12 local governments into the new City of Ottawa in 2001. “If important people had taken it seriously, rather than objecting or trying to cause opposition, I think more could have been achieved,” Claude Bennett, former chairman of the Ottawa Transition Board, said in an interview.
