What kind of "罚单"?
If that ticket is a speeding ticket, you must have been stopped by policeman and and how can you forget to pay?
I think that probably is "Running red light" and photographed, example at Bronson and Carling, and city has sent that to you (with photographs of your car front and back license plate, with time stamp on them) and you failed to pay the fine. If this is the case, then the "被停" is your car, not you.
Go to Ottawa City and pay the fine.
