OTTAWA — An advocate for female inmates says a prisoner of the Ottawa-Carleton Detention Centre gave birth to a baby in her cell after jail staff ignored her pleas that she was in labour and needed help. Julie Bilotta, a 26-year-old woman from Cornwall, was in custody at the OCDC on Sept. 29 when she went into labour a month before her due date.
