OTTAWA — Residents worried about landfills at either end of town got a little help from city councillors Tuesday, with votes by city council’s environment committee to fund an examination of a proposed dump near Carlsbad Springs and to demand tighter restrictions on an expansion of an existing one on Carp Road. Both would be private landfills aimed at taking garbage from businesses and large institutions, and the city only gets to comment on them, not control them. It runs its own residential landfill on Trail Road in southwest Ottawa, where the city’s residential garbage goes, but the provincial government controls industrial, commercial and institutional waste. The province cares what the city says, but the minister of the environment gets the final word.
