As Canadian cities struggle to deal with escalating gang violence, one U.S. expert says authorities here should consider what happened 16 years ago in Boston. Criminologist David Kennedy was the architect of “Operation Ceasefire,” also known as the Boston Gun Project, the successful anti-gang strategy that cleaned up Boston in the 1990s. He has been profiled by 60 Minutes and The New Yorker, and has been decorated by the International Association of Chiefs of Police and the Kennedy School of Government. And he says the plan that worked in Boston could be replicated with equal success in Ottawa and Toronto — if officials are willing to try.
