OTTAWA — Ontario Lt.-Gov. David Onley took advice from constitutional experts before proroguing the provincial legislature, his private secretary said Wednesday, but critics are questioning the lack of transparency in the process as well as the failure to set a deadline for the legislature to return. “The lieutenant-governor always, even in routine decisions made of this sort, would do due diligence and consult constitutional experts,” Anthony Hylton told the Citizen.
