OTTAWA — Revealing the names of two senior city managers who each took a $10,000 management training course this year would violate their privacy, the city says, though the same is not true of hundreds of workers who took a different, cheaper class. The two managers who have their identities kept secret took a one-week course called “Leadership Development” with the Niagara Institute. The institute, the training arm of the Conference Board of Canada, charges a base rate of $8,855 for each participant, but the cost of sending the two managers, including followup coaching, reached almost $21,000.
