Try TD, I believe you can get a lower rate.

Yeah, I saw that sign too. I just drove by, so couldn't catch which bank or broker providing that rate.

3.9% is better, 3.95 is too close to 4. I don't like 4

How about the rate of 1 year?

3 year fixed rate 3.9% at Scotia Bank, 1 year 3.6%. I believe the same at other banks.
