The former Salvation Army executive now at the centre of a police fraud investigation has spent years lobbying on behalf of the homeless and poor in Ottawa. Perry Rowe was fired as executive director of the Salvation Army Booth Centre after an internal audit found that $240,000 had disappeared over the past eight years.
