Egan: Parking a chronic pain for Ottawa Hospital

Parking has long been a problem at the Civic campus of the Ottawa Hospital. Little did we know what a three-ring circus it has become on some days: Ruskin Street, especially, where the patients are inside and the impatients are behind the wheel, stuck going around in circles, everybody in need of medication.
