OTTAWA — Sparks Street is getting a farmers market. Les Gagne, who leads the Business Improvement Association for the downtown pedestrian mall, said he hopes to launch the market as a pilot project in April or May, just in time for spring’s bounty of asparagus, baby peas and berries.
