Government cannot change terms of employment signed on the date that employee was hired.
That in fact makes sense. A lot of Government jobs require Master Degree (degree inflation....) and average age is over 25 (as compare to 20 when it was thirty years ago).

Either:
1) At least Age 55
AND at least 30 years of service (85 is misleading, the word
AND is important).
If a person has 31 years of service and age 54, although the sum is
85, but that person's age is not 55, hence that person will receive
2 % penalty (one year service), his pension is only 60 %, NOT 62 %
Or
2) There is NO penalty if that person retires at the age of 60!
If that person is age 60, with 15 years of service, then pension
is 2 * 15% = 30 % multiply by (Average of that person 60 best
paying CONTINUOUS months).
Full pension is 70 %.
