Playgrounds, plantings budgets tapped to pay for park planners

The city will hire experts to oversee improvements to downtown parks out of the budgets meant to be spent on playgrounds and water features, city council decided Wednesday. In a protracted debate, councillors rejected the idea of drawing on a citywide emergency fund to pay for the work instead.
