美国中央银行联邦储备局于6月25日中午宣布降低利率25个基准点，也就是0.25%，使得央行利率达到45年最低。 这是美国联邦储备局自从2002年11月以来的第13次下调利率。这个下调使得联邦储备金的利率，也就是银行之间的借款利率下降到1%，是1958年来的最低点。

Let's say what you mentioned, people expected 1 quarter drop, while FR made decision of 2 quarter drop. There could be many explanaiton sfor deeper drop. The side effect will be : although 2 quarter drop "may" stimulate the economy, but it also implied that the recent economy is worse than expected.
