City reveals Arts Court designs, but can’t yet afford to execute them

The city is moving ahead with its plans to redevelop Arts Court, though it’s still short $9 million in federal funding it had hoped to have in hand over a year ago. Construction on the $36-million project was supposed to start this month, but it’s nowhere near that stage.
